Mr. Mills specializes in consulting and valuation of urban and suburban properties of all types for lending institutions, individuals, government agencies and corporate investors; and has extensive experience relating to arbitration and value oriented tax problems. He has qualified as an expert witness regarding valuation matters in various Superior and Federal Court proceedings.
Mr. Mills has appraised real estate since 1956 and currently heads the firm, The Mills Company which was founded in 1989 and which maintains offices in San Francisco and Sonoma. In 1974 he organized Fullerton-Mills, Inc., and appraisal and consulting firm which later became Mills-Carneghi-Bautovich, Inc. Prior to 1974 he was with Coldwell Banker Company for 18 years. There he established the firm's San Francisco Appraisal Division in 1965 and subsequently served as Vice President and Northwest Regional Manager of the Appraisal and Consultation Division.
In 1989 Mr. Mills was the recipient of the Y.T. Lum Award from the Appraisal Institute in recognition of his work in fostering high ideals in the appraisal profession through is "zeal, sacrifice and devotion". He also received the Institute's prestigious George L. Schmutz Award for his special contribution to the advancement of appraisal knowledge through his publications on residential appraisal report form preparation. In 1993 he received the Appraisal Institute's Percy and Betty Wagner Award for advancement of appraisal education and knowledge.
A member of the Appraisal Institute, Mr. Mills received the SRA designation in 1965 and the MAI designation in 1969. and has held various offices in the organization. These include the chairmanships of the National External Affairs and the National Vice Presidents Committees. He served on the Executive Committee for three years. Additionally, he was a member of the Southwest Regional Committee for 12 years.
Mr. Mills received the CRE designation from the American Society of Real Estate Counselors in 1972 and is also affiliated with Lambda Alpha International and the Northern California Real Estate Research Council.
Mr. Mills has taught and lectured since 1955 on various aspects of appraisal techniques and consulting practices. Specialized topics include: Pretrial preparation and court testimony, downzoning and its effects on property value, assessment practices and the effectiveness of the appeal board system, preparation of residential form reports, narrative appraisal report writing, the relationship of the realtor and the consultant in developing and operating commercial properties, and standards of professional practice for real estate appraisers.
He has served as an instructor of real estate valuation courses for the Appraisal Institute, the Mortgage Bankers Association, the California Association of Realtors, the University of Southern California's College of Continuing Education, Golden Gate University's Graduate School of Business and several private firms.
Additionally, he has for the past 15 years been selected to write several valuation courses and has served as consultant to a number of organizations in developing courses and curriculum for their members and employees.
Mr. Mills has authored and co-authored a number of articles and papers on a variety of real estate topics, which include Real Estate Market Analysis, Appraising the Industrial Warehouse, Income Property Valuation - Commercial Office Buildings, How to Appraise a View, The effect of The Energy Crisis on Real Estate Values, and What Is A Real Estate Appraiser, not mention a few.
Since 1987 he has written three guidebooks for residential real estate appraisers which have been published by the Appraisal Institute and is currently in the process of writing a monograph on the appraisal of small residential income properties and has recently completed a book on the appraisal of apartment buildings.
